It has been costed at $14.7 million and would have five soccer pitches, indoor futsal courts for a variation of the game and administrative offices.
Michael Carter from the Federation says land has been identified at the State Sports Park.
"The State Government owns the land and would need to offer that land to Football Federation SA," he said.
"It's absolutely pitched at sort of under 6s right through to our super league and may even be able to host international touring teams coming to Adelaide."
